Keeping up with Growth: Activity Centre Planning

In an atmosphere of rapid economic and population growth, WA’s planning system has struggled to keep pace.

Pracsys has been working extensively with the Department for Planning and Infrastructure to deliver on the promises made by the Network City policy framework.

After conducting a comprehensive review of the Metropolitan Centres Policy 2006, Pracsys has prepared metro-wide dwelling and job projections at the local government level, as well as a new Activity Centre hierarchy to succeed the outdated metropolitan centres hierarchy.

The new hierarchy will give strong emphasis to the variety of amenities offered by the activity centres (not just retail floor space) and extra weight to centres on the public transport network, particularly train stations.

Furthermore, the hierarchy acknowledges the long term economic development role of strategic employment areas, which provide a focal point for industry growth where WA has a global comparative advantage.

Areas such as Perth Airport, Fremantle Port, and the Western Trade Coast will receive priority in the allocation of public infrastructure expenditure and should also be the focus of private sector capital investment and high quality employment growth.

This new approach to Activity Centre planning will present some difficulties and many opportunities for the development industry.

Well informed land owners and developers will be at a distinct advantage as the market shifts in response to the new planning rules.
