Home Ownership Review - Department of Housing & Works

The Department of Housing and Works (DHW) and Keystart assist many Western Australians in becoming home owners by providing a number of home ownership products and services. This facet of DHW offerings represents a critical support mechanism for the Western Australian public who may otherwise find it difficult, if not impossible, to achieve or sustain home ownership.

It is also a critical baseline for the housing industry itself in times when market demand is low. Sharp rises in property prices combined with increasing interest rates have had a negative impact on borrower affordability. This is a well-documented National issue which appears to have no immediate correction.

The approach undertaken by Pracsys was the development of a series of Issues Papers which considered the current state of DHW products and services; the future state of DHW products and services and the available options.

The key issues within each segment were highlighted to enable a clear set of recommendations and necessary reforms to be culminated into a final report for the home ownership department.

Review of Financial Sustainability of GROH - Department of Housing & Works

Government Regional Officers’ Housing (GROH) provides housing to government employees in regional WA who deliver key services to regional and remote populations in over 250 locations.

With the economic growth of WA and the significant expansion of regional centres in the State, the Department of Housing and Works (DHW) recognises a need for future housing stock to cope with demand.

Pracsys was engaged in a review and advisory capacity to undertake a high level role of planning, supervision review and quality assurance. The purpose of the review is to determine the most appropriate and financially effective model for delivery of housing to government employees over the long term.

The outputs of this project include the delivery of a set of recommendations highlighting any necessary reforms to enable DHW to identify, facilitate and provide ongoing support to achieve long-term financial sustainability, viability and growth in the delivery of housing to government employees in Western Australia.

Pracsys was also integral to the development of the financial and economic modelling which supported this review.
